【摘要】:ThisTechnicalSpecificationdefines,forthepurposeofensuringcompatibilitybetweenrollingstockandaxlecounters,theelectromagneticinterferencelimitsforrollingstockandthemeasurementandevaluationmethodstoverifyrollingstockemissionsanddemonstratecompatibilitywiththeinterferencelimits.Compliancewiththelimitsforrollingstockisnecessaryforareliableandsafeoperationoftherailway.Theinterferencelimitshavebeendefinedforapplicationtointeroperablerollingstock.TheyareforasetofpreferredtypesofaxlecounterswhicharedefinedbyRailwayInfrastructureManagersforuseonnewsignallingprojectsoninteroperablelines.Iftheinteroperablelineoverwhichtherollingstockisintendedtorunisequippedwithanolderversionornon-listedaxlecountersthenNationalNotifiedTechnicalRulesapply.ItisnottheintentionofthisTechnicalSpecificationtomandateanyparticulartypeoftraindetectionbutitisexpectedthatbecausethelistofselectedtypesandtheirlimitsforcompatibilityaredrawnonthebasisofestablishedperformancecriteria,thetrendwillbethatnewlysignalledinteroperablelinesarefittedwithtypeswhichmeetthecompatibilitylimitspublishedintheTechnicalSpecificationandmeasuredinaccordancewiththetestspecificationinAnnexC.Toensureanadequateoperationalavailability,amarginof9dBbetweenthemeasuredaxlecounterlimitandthelimitforrollingstockhasbeenapplied.Ifrollingstockdoesnotcomplywiththedefinedlimits,theavailabilityoftheaxlecountersmaybereduced.ThemeasurementconditionforrailwayvehicleswithvoltageDC-linkareprovidedasanexample.NOTE1Theinfluencefrommetalpartsorinductivelycoupledresonantcircuitsonthevehicle,eddycurrentbrakesormagneticbrakesisoutofthescopeoftheTechnicalSpecification.CompatibilityisestablishedthroughindividualtestingaccordingtoEN50238-1orNationalNotifiedTechnicalRules.NOTE2WheelsensorsandcrossingloopsarenotpartofthisTechnicalSpecification.Astheelectromagneticinterferencecouplingbetweenrollingstockandaxlecountersismultidimensionalanddifficulttohandle,aproposalismadeinthisTechnicalSpecificationforfrequencymanagementwithfixedfrequencyranges(andlimits)inAnnexBinformative,toallowforfuturedevelopmentsofrollingstockandaxlecounterswiththeaimtodecreasethedevelopmentriskandtominimizethehomologationeffortforboth,rollingstockandaxlecounters.
